The International Council on Mining and Metals’ (ICMM) ‘Mining: Partnerships for Development’ Toolkit (MPD Toolkit) was developed in 2006 (originally as the Resource Endowment Toolkit), and is now in its third iteration (version 3). The toolkit provides a methodology for measuring positive and negative economic and social effects of mining at the local, regional and national levels in mining countries, and emphasises the building of multi-stakeholder partnerships as a way to enhance mining’s economic and social contribution.
This project evaluated the effectiveness and impact of the MPD Toolkit following its application in six countries (Chile, Peru, Ghana, Tanzania, Lao PDR and Brazil) to date with a view to inform decision-making about the future focus of the ICMM’s MPD Toolkit work program. The key question guiding this evaluation was:
What is the right balance of MPD activity in-country going forward, i.e. how much should we focus on launching Toolkit applications in new countries versus revisiting and reinforcing efforts in the six countries already covered?

Project Aims
- Provide an overview of the current and past MPD work program, including strengths, weaknesses/challenges and key achievements and outcomes of the Toolkit
- Help ICMM members more fully understand what ICMM’s MPD work has achieved so far and whether the Toolkit’s full potential has been achieved
- Assess ICMM members’ prominence in relevant debates and determine whether the MPD Toolkit work has helped ICMM and its members shape the debate on mining’s contribution at both national and international levels
- Provide and assess the options available to ICMM to consider for continuing the MPD Toolkit work program in the future, in light of constrained financial and human resources
