In this chapter, I explore public responses to fossil fuel export in Russia by addressing community experiences of participation in the oil and gas extraction and transportation projects in northern Russia. My findings suggest that community responses should be understood in a dynamic interaction with global discourses and national priorities for development. Specifically, I focus on the shifting spatialities of resource projects in Russia and document community experiences of participation in decision-making and distribution of benefits. Based on this qualitative study in the Komi Republic and the Republic of Sakha (Yakutia), I illustrate strategies of exclusion as experienced by community members. These include discursive strategies, market mechanisms, legal and bureaucratic strategies, and strategies of uncertainty. Understanding these strategies can explain the emergence of conflicts and provide opportunities for improving relational justice.
